This is an introductory course on “Policy Debate” -- a type of academic (educational) debate in which analysis and research are emphasized as well as oral communication. The course is taught by Dr. Zompetti from Illinois State University. Participants will not only learn the theory of debating but also make up teams to prepare for competitive debate rounds. There will be a mini-tournament at the end of the course. The topic for the debate (the exact wording is tentative) is: Resolved: That the Japanese government should relax its restrictions on human cloning research.

If you are not familiar with formal competitive debating, you may want to read a short textbook first: http://flc.kyushu-u.ac.jp/~debate/course-materials/?lang=ja (1) “Let’s Practice Debating in English (Revised)”(a brief PDF text for debating in English for Japanese students–last modified 2006) (2) 日本語ディベート用「ディベート入門」(2011年9月改定) ( PDF版 (300K)) Both cover about the same contents.

Now that research and "technologies" around human cloning have already been reasonably developed to get ready for more practical application research but the current regulations are preventing them. A researcher is expressing his frustration like: "Dr. Nakauchi moved his lab to Stanford from Tokyo in 2014 because Japanese regulations do not allow chimera research, only to be hit with the N.I.H. moratorium a year later, which prevented him from making chimeras with human cells. His mouse pancreas experiment has taken eight or nine years to complete. 'I have been in a very frustrating situation,' he said." (Wade, N. (Jan. 26, 2017). New Prospects for Growing Human Replacement Organs in Animals. New York Times. https://www.nytimes.com/2017/01/26/science/chimera-stemcells-organs.html)
The affirmative plan would, for example, change the relevant Japanese law and other regulations. "Act on Regulation of Human Cloning Techniques" Act No. 146 of December 6, 2000 http://www.japaneselawtranslation.go.jp/law/detail/?vm=04&re=01&id=112 Another version of English translation is found here: The Law Concerning Regulation Relating to Human Cloning Techniques and Other Similar Techniques’ http://www.ruhr-uni-bochum.de/kbe/4_houritu.pdf A newer ordinance from the MEXT is also relevant: "Ordinance for Enforcement of the Act on Regulation of Human Cloning Techniques" Ordinance of the Ministry of Education, Culture, Sports, Science and Technology (MEXT) No. 25 of May 20, 2009 http://www.lifescience.mext.go.jp/files/pdf/n1564_01.pdf
